The main reason that Georgia implemented its teenager graduated licensing program, called the Teenage and Adult Driver Responsibility Act (TADRA) was to reduce teenage car accident injuries and fatalities.  The CDC reports that statistics show these types of graduated drivers licensing programs reduce fatalities and injuries from car accidents involving 16-year-olds by 38 and 40 percent, respectively.
